Sanitizing a Proposal – Easily Overlooked Items

Last week I was working on completing a government proposal that needed to be sanitized after the original was done. When you think about sanitizing a proposal, the first thing that comes to mind is search and replace — search for the company name and replace it with a fictional name or with the Cage Code if required by the government. It’s easy to do. But as I was going through the proposal after doing my search and replace, I realized that there were a number of other items that needed to be changed as well. And if you’re not careful, these items can easily be overlooked.

DoD Government Contracting and Service-Disabled Vets

It’s not new news — this has been going on for a long time and has been reported upon periodically. But now the DoD Inspector General has issued a new report (February 29, 2012) entitled “Inadequate Controls Over the DoD Service-Disabled Veteran-Owned Small Business Set-Aside Program (SDVOSB) Allow Ineligible Contractors to Receive Contracts.” The report is disheartening. Here are the major findings:

Government Grants Reform

Henry Flood, Senior Advisor for Grant Administration at The Grantsmanship Center (TGCI), has published an excellent article on the new proposed federal reforms to government grants policies. I have excerpted portions of the article below, and you’ll find a link to the full article at the end of the post.

“The Office of Management and Budget (OMB) and the federal awarding agencies have taken their first steps towards global reform of grants management policy and procedure. This is the first effort of this kind since the era of new federalism dating back to the late 1960’s and early 1970’s.

Issued as an Advanced Notice of Proposed Guidance (ANPG) in the February 28th edition of the Federal Register (pages 11778-11785), the eight page document lays out a series of ideas for reform of federal policies relating to grants management, cost principles and audit requirements.

Technical Proposal Schedule

If you are preparing a technical proposal for submission to the government or other entity, it’s important to develop a schedule that shows the dates that proposal team meetings will be held; when major proposal sections are due internally; when internal proposal materials will be reviewed and returned; when editing, production and other functions will take place; and when other critical events will occur.

The schedule should be distributed to all members of the proposal team along with a listing of assignments and other responsibilities.

Basic RFP Instructions
